United Nations Regional Commissions

Five regional commissions have been established under the administrative direction of the United Nations Headquarters. These Commissions encompass Africa, Asia and the Pacific, Europe, Latin America and the Caribbean, and Western Asia. Each has the mandate to support economic and in some cases social development within its respective region.

Some of these commissions have active programs that encompass aspects of the mining sector. Featured documents are organised according to the relevant regional commission:

United Nations Economic Commission for Africa (ECA)


The UN ECA supports the economic and social development of its 53 member states by fostering regional integration and promoting international cooperation for Africa’s development. ECA is based in Addis Ababa, Ethiopia.

The UN ECA Committee on Natural Resources and Science and Technology (CNRST) serves as a forum for the promotion of cooperation among African countries in the areas of science and technology and development and natural resources as well as providing advice on science and technology issues relevant to the development of member states. The Committee meets on a biennial basis.

The UN ECA, along with the UN DESA, recently organised a seminar on "Artisanal and Small-scale Mining in Africa: Identifying Best Practices and Building the Sustainable Livelihoods of Communities" that was held in Yaoundé, Cameroon, from 19-22 November 2002. The following recommendations were an outcome of the seminar:

United Nations Economic Commission for Europe (ECE)


The UNECE encourages greater economic cooperation among it's 55 member states focusing on economic analysis, environment and human settlements, statistics, sustainable energy, trade, industry and enterprise development, timber and transport. UNECE activities include policy analysis, development of conventions, regulations and standards, and technical assistance.

In the field of energy, the UNECE has developed its activities to respond to two major challenges. The first aims to promote the idea of sustainable development, which means the transition towards more sustainable production and consumption models, taking account of external effects. The second challenge consists in developing or strengthening the links between the member countries in order to facilitate closer cooperation between them and their greater integration.

The work of the UN ECE Sustainable Energy Division covers energy policy, energy efficiency, natural gas, coal and electric power.

UN Framework Classification of Reserves/Resources - Solid Fuels and Mineral Commodities

The UN Framework Classification of Reserves/Resources - Solid Fuels and Mineral Commodities, released in February 1997, is an international scheme designed to enhance communication on a national and international level, provide a framework for evaluating the existing reserves/resources on a common market-oriented basis and make investment in solid fuels and mineral commodities safer and more attractive.

The Classification Key described here provides the user with an easy to use tool for classifying reserves/resources according to the UN Framework Classification.

Guidelines to the United Nations International Framework Classification for Reserves/Resources - Solid Fuels and Mineral Commodities (PDF) - UN ECE Committee on Sustainable Energy, Eleventh session, 21-22 November, 2001. The UN Framework Classification has been designed and formulated during the last six years with the participation and assistance of more than fifty countries and organisations.

 


Ad Hoc Group of Experts on Coal and Thermal Power
5th Session, Geneva, 18-19 November 2002

The following were the key issues discussed at the fifth session of Ad Hoc Group of Experts:

• Coal industry restructuring, with particular emphasis on economic and social impacts;
• Technological innovations for reducing greenhouse gases (GHGs) from the use of coal as an energy source, and

United Nations Economic and Social Commission for Asia and the Pacific (ESCAP)


UN ESCAP Logo UN ESCAP promotes economic and social development through regional and subregional cooperation and integration, serves as the main economic and social development forum within the UN system for it's 52 member states, and formulates and promotes development assistance activities. ESCAP is based in Bangkok, Thailand.

The UN ESCAP Water and Mineral Resources Section (WMRS) is assisting countries of the Asia/Pacific region in capacity building in such areas as mineral resources development policies and economics, assessment of mineral resources and regulatory, legal, social and environmental aspects of mineral resources development. It has produced a range of publications, including:

Assessment of Mineral Resources

Atlas of Mineral Resources of the ESCAP Region - A series of publications evaluating the geological prospects, mineral resource potential and mineral development policy of ESCAP member countries. United Nations Economic and Social Commission for Western Asia (ESCWA)


ESCWA promotes economic and social development through regional and subregional cooperation and integration and acts as the main economic and social development forum within the United Nations system for the 15 member states of the region.  It formulates and promotes development assistance activities and projects commensurate with the needs and priorities of the region and acts as an executing agency for relevant operational projects.

ESCWA is not presently working in the mining sector (as of December 2002). However, its Sustainable Development and Productivity Division is active in related fields. Further information is available from the ESCWA website:

United Nations Economic Commission for Latin America and the Caribbean (ECLAC) / Comisión Económica para América Latina (CEPAL)


UN ECLAC contributes to the economic and social development of Latin America through coordination of actions and reinforcement of economic relationships among the 41 member states and other nations of the world.

The UN ECLAC Natural Resources and Infrastructure Division (NRID) is contributing to strengthening the capacities of the Latin American countries for formulating and implementing policies geared to rational and efficient use of mineral resources and sustainable development of mineral sector.
